Park & Tree Advisory Board
The Parks and Tree Advisory Board consists of seven (7) members who are appointed by the Mayor with consent of the Council and serves as an advisory body to the Council. The Parks & Trees Advisory Board meets on an as-needed basis and as directed by the Council. This board advises the Council in developing, planning for, and maintaining the various parks, open space, trees, and recreational facilities in which the City of Creswell has an interest.
Charge:
a) At the first meeting, select a Chair and Secretary. Keep minutes of all meetings and submit them to the City Recorder;
b) At the first meeting, review Chapter 12.20 Street Trees and Parks and Trees Advisory Board from the City Municipal Code and Ordinance No. 493 Creating a Parks & Trees Advisory Board;
c) Present a list of all the names that meet the City's Naming Criteria for the South 2nd Street Park for the South 2nd Street Park, along with top recommendations.
d) Plan the Arbor Day Celebration;
e) Continue work on signage about birds in Garden Lake Park and the creation of a pollinator garden.
f) Continue work on the placement of bird and bat houses around Creswell.
Timeline:
a) Present a list of all the names that meet the City's Naming Criteria for the South 2nd Street Park for the South 2nd Street Park at an upcoming Council Work Session;
b) Provide monthly reports at Work Sessions on the Arbor Day Celebration and items e) and f) in the charge.

Planning Commission
The Planning Commission consists of seven members who are appointed by the Mayor, and is a governing body of the City. The Planning Commission makes determinations and recommendations regarding land use and development within the City. In addition, it is the duty of the commission to study, plan for and make recommendations to the City Council regarding the promotion, coordination and regulation of future growth, and development of the City and adjacent area. The Planning Commission meets on the third Thursday of each month.
Charge: At the first meeting, select a Chair, Vice Chair and Secretary. Keep minutes of all meetings and submit them promptly to the City Recorder. Continue work as directed in enacting Ordinance

Airport Commission
The Airport Commission consists of five members who are appointed by the Mayor with consent of the Council, and serves as an advisory body to the Council. The Airport Commission meets at least once per calendar quarter. This commission recommends adoption of rules and regulations pertaining to maintenance of airport facilities, number and location of airport hangars, commercial usage of the airport, along with safety regulations and long range planning and development.
Charge:
a) At the first meeting, select a Chair and review Chapter 2.35 Airport Commission from the City Municipal Code (Note that the Council representative cannot serve as Chair. Airport Manager Humble serves as clerk/recorder to keep minutes and submit them to the City Recorder);
b) Bring a report to the City Council on accomplishments from 2024 and a work plan for 2025.
c) Continue work at the Airport to fulfill the Airport Vision, enhance services to airport users and serve the citizens of Creswell.
d) Work with staff to post the most current version of the Airport Vision on the City's website.
e) Create a tie-down policy and bring it to the Creswell City Council for approval
f) Review Creswell Municipal Code, Chapter 2.35.050, Airport Commission Meetings and bring a recommendation to the Council on the frequency of Commission Meetings
Timeline:
a) Post the most current version of the Airport Vision on the City website by February 1st, 2025.
b) Commission Chair to bring a report to the City Council on accomplishments from 2024 and a work plan for 2025 at the April City Council Work Session.
c) Commission Chair to bring a recommendation on the tie-down policy and the frequency of meetings to the April City Council Work Session.
d) Provide monthly reports at Council Work Sessions.

Budget Committee
The Budget Committee is compiled of fourteen members; The Mayor, City Councilors, and one Community Member Volunteer per City Councilor. The appointed community member volunteer serves a three year term.
Charge: Review and approve a Budget for FY2025/26, to be adopted by the City Council at the June Council meeting

Public Safety Committee
The City of Creswell Public Safety Committee meets to fulfill the charge given by the Mayor each year. The committee consists of three City Councilors and is supported by city staff. The Public Safety Committee has been charged in recent years with providing recommendations to the City Council on financing public safety, planning the Public Safety Fair, and assisting with National Night Out. The Public Safety Committee has looked into a public safety levy to provide contracted policing services to a level that would provide 24/7 coverage within city limits.
Charge:
a) At the first meeting, select a secretary who will keep minutes of all meetings and submit them to the City Recorder.
b) Review the City Municipal Code as it relates to fireworks and bring any recommended revisions to the City Council for consideration.
c) Meet with Sergeant Speldrich to discuss the date of the National Night Out event and participate in the planning of this event.
d) Each committee member should consider scheduling a ride-along event with Sergeant Speldrich or one of the Creswell Deputies to gain further knowledge of their work in Creswell.
Timeline: Bring any suggested revisions to the City Municipal Code as it relates to fireworks to an upcoming City Council Work Session. Provide monthly reports as City Council Work Sessions.

Water Rate Advisory Committee
Charges:

With the adopted methodology, review City of Creswell water rates and recommend a rate to the City Council for Fiscal Year 2025/26
b) Review City of Creswell sewer rates and recommend a rate to the City Council for Fiscal Year 2025/26
c) Review the City of Creswell Transportation Utility Fee and make a recommendation on the amount of the TUF for 2025/26.
Timeline: The Chair of the Water Rate Advisory Committee will present the water and sewer rate recommendations and a recommended TUF amount at an upcoming City Council Work Session. This recommendation will be included in budget preparation and presented to the City of Creswell Budget Committee in May 2025. A public hearing on water and sewer rate recommendations will be held prior to the adoption of the 2025 budget.

Transportation and Public Works Committee
Charge:
a) At the first meeting, select a secretary who will keep minutes of all meetings and submit them to the City Recorder;
b) Serve on the Water Rate Advisory Committee: At the first meeting, select a Chair, then read Section 47. Water Rates, from the Creswell City Charter. With the adopted methodology, review City of Creswell water rates and recommend a rate to the City Council for Fiscal Year 2025/26;
c) With the Water Rate Advisory Committee, review City of Creswell sewer rates and recommend a rate to the City Council for Fiscal Year 2025/26;
d) With the Water Rate Advisory Committee, review the City of Creswell Transportation Utility Fee and make a recommendation on the amount of the TUF for 2025.
e) Each committee member should consider scheduling a tour of the public works facility, and the water and sewer treatment facilities to gain further knowledge of how they serve Creswell.
f) Review the Safe Routes to School recommendation on reinstalling the crosswalk at 8th & A Street and bring a recommendation to the City Council.
Timeline: The Chair of the Water Rate Advisory Board will present the water and sewer rate recommendations and a TUF amount recommendation for 2025 at an upcoming City Council Work Session. This recommendation will be included in budget preparation and presented to the City of Creswell Budget Committee in May 2025.
